a handbook on negotiating preferential trade agreements | Services liberalization

Simon Lacey and Pierre Sauve, December 2003 | Berne, Switzerland

In 2013, about ten years after the above photo was taken, Pierre and I published a handbook on negotiating services liberalization in the context of preferential trade agreements (like FTAs).

Commissioned and published by the United Nations Economic and Social Committee on Asia and the Pacific (UNESCAP), this handbook provides – as it names suggests – a practical resource for officials preparing for, engaged in or implementing the results of negotiations on trade in services in the context of either bilateral or regional free trade agreements.

The handbook can be downloadedfrom UNESCAP directly, here or from my Social Science Research Network page, here.
